On the original series it was clear after the first couple of episodes when they added red to the palette: gold*/green = command, blue = science/medicine, red = ship services/security.
On The Next Generationthe engineer wore red, then changed to mustard. Data, the science officer, also wears mustard. The head of security wore mustard, then got killed. Worf was also in security wearing red, then took over the department and changed to mustard. The counselor seems to wear whatever the hell she wants but wore blue in the pilot. The captain and X.O. both wear red. The doctor wears blue. Is there some pattern to this? It seems haphazard.
* Fun fact: the command color was never actually gold, it only looked that way due to the lighting that was used. In actuality, all the command shirts were an avocado green. Captain Kirk's green wraparound shirt was actually the same color as the regular shirt but was made from a different material that still looked green on camera under the set lights.

Starfleet has had several uniform designs in over 55 years of Star Trek. And we mean several. It’s wild how often Starfleet changes tailors. But while some uniforms have been fashion-forward, others… not so much. Here, we rank all the main Starfleet uniforms seen in the franchise thus far. We are skipping Alt-timeline uniforms, except for the J.J. Abrams Kelvin universe, since it made prominent appearances. And we skipped ones with very brief screen time, such as the U.S.S. 1. Wrath of Khan through Generations (1982-1994)

Starfleet's Uniform Chaos
Starfleet's uniform styles modify in very irregular intervals, and usually not consistently for all ranks, ships and divisions. Some uniforms must have existed for many decades, whereas others lasted just one single year!
Earth Starfleet uniform
The uniforms worn by Soil Starfleet in the 2150's are not further discussed here, since they predate any other approach by 100 years, and there may have been an unknown number of modifications in the 100 years from Enterprise to "The Cage". It is only worth mentioning that on the otherwise navy blue jumpsuits the departments on Enterprise NX-01 are already distinguished by thin stripes of different colors, similar to those of the TOS uniforms: yellow for command, red for engineering and security, green for science. The latter is a presumption. It would make Hoshi a scientist, rather than an officer with an executive position.

Star Trek: Why TNG's Uniforms Were Redesigned For Season 3
Star Trek: The Next Generation made several design changes to its version of the Starfleet uniform after the 2nd season, mainly because the original uniforms were causing significant problems for the actors. Star Trek: The Next Generation was the second series in the Star Trek franchise. It ran from 1987 to 1994 and focused on Captain Jean-Luc Picard and the crew of the USS Enterprise-D. While initially not as popular as Star Trek: The Original Series, The Next Generation steadily gained favor with fans over the course of its 7 seasons and today is arguably the most popular Star Trek series of all time.
Although TNG was conceived and produced by TOS creator Gene Roddenberry, it was an entirely new take on the Star Trek universe, with a new ship, crew, and time period to explore. In keeping with this, the Original Series uniform was also redesigned for TNG; costume designer William Ware Theiss created a jumpsuit instead of TOS's shirt and pants combination. The jumpsuit was form-fitting, and the shoulders and pants were black while the chest and stomach were the color of the officer's division

We're returning this week with the third part of our discussion on Starfleet uniforms, focusing specifically on the uniforms worn during The Next Generation.
This uniform style follows on from the Monster Maroons, which were presumably Starfleet's longest running uniform, having been used - with only minor variations - for over almost 80 years.
Of course, we all know the real reason the uniforms didn't change in that time is because that was the gap of time between the end of 'An Undiscovered Country' (2293) and the start of Next Gen (2364).
This becomes a bit difficult to explain in-universe when you take into consideration the fact that Starfleet was apparently fine with this uniform style for almost a century, but then had so much trouble deciding on another design they liked as much that they changed their uniform style almost half a dozen times in only two decades.
The reasons for these changes were varied, including actors' discomfort and wanting to distinguish the different series. We'll only be discussing the first two variations of the 24th century
