Could be, at least according to the oddsmakers.
They are convinced he won't be sticking around in Pittsburgh.
The Raiders are favored at 3/2 odds.
Makes sense.
Wilson would be reunited with his former head coach, Pete Carroll, for whom the two are known to have an amicable relationship.
But ESPN points out the obvious.

Though Wilson has a relationship with coach Pete Carroll dating back to their Seattle days, he is 36, and the end to his first season with the Pittsburgh Steelers wasn't glamorous. Wilson completed 62.7% of his pass attempts while throwing for 708 yards, five touchdowns and two picks during Pittsburgh's four-game losing streak to close out the regular season.

These NFL teams are the favorites to sign Russell Wilson in 2024
The Denver Broncos have not yet officially released quarterback Russell Wilson, but that move is expected to happen soon (perhaps as early as this week).
If and when the Broncos release Wilson, he should draw plenty of interest as a free agent. Denver will still be paying Wilson in 2024 so his next club could hypothetically sign the quarterback at a discounted rate.
Right now, the Pittsburgh Steelers (+100) are considered the favorites to land Wilson, according to DraftKings Sportsbook. After Pittsburgh, Denver (+350) is listed as the next most likely team to roster in Wilson in 2024, but that seems extremely unlikely.
The Broncos are followed by the Atlanta Falcons (+450), New England Patriots (+450) and Las Vegas Raiders (+650). Here's a quick list of the 12 teams with the best odds to roster Wilson in 2024.

Russell Wilson still has plenty of cooking left to do in the NFL.
Where he ends up is a mystery heading into free agency next week.
Wilson seemingly had found a home in Pittsburgh until a five-game losing streak to end the season left his future in doubt. He was 6-1 in his first seven starts and finished with 16 touchdowns, five interceptions and a 95.6 passer rating.
The Steelers are considering retaining Wilson or Justin Fields, who went 4-2 for them and also will be a free agent.
Aaron Rodgers and Sam Darnold also are available veterans for the six teams that don’t have a starter. Drafting Cam Ward or Shedeur Sanders would answer the need for a franchise quarterback for two of the teams.

It certainly won't be "Broncos Country," but there are a few intriguing landing spots for Wilson as he enters his 14th season in the NFL.
If Wilson doesn't return to Pittsburgh, he'll be joining his fourth career team. The 36-year-old spent his first 10 seasons in the NFL with the Seahawks, where he appeared in two Super Bowls and won one, before spending two years with the Broncos and one with the Steelers.
Wilson had a late start to the 2024 season when a calf injury kept him out of Pittsburgh's early games. After taking over as the Steelers' starter in Week 7, he led the team to a 6-5 record with 2,482 yards, 16 touchdowns and five interceptions to go with a 63.7% completion rate.
The pending free representative was also named to the Pro Bowl for a 10th time as an alternate for the AFC team after last season.

Russell Wilson Next Team Odds: Steelers Favored After Upcoming Broncos Release
The Denver Broncos are moving on from Russell Wilson.
NFL Network's Ian Rapaport first reported the Broncos plan to part ways with the nine-time Pro Bowler.
The Broncos confirmed the report stating they had informed Wilson of their plans to move on from his contract when the new league year begins on March 13.
"We spoke with Russell Wilson today to inform him of his release after the start of the league year," general manager George Paton and head coach Sean Payton said in a joint statement. "On behalf of the Broncos, we thank Russell for his contributions and dedication to our team and community while wishing him the best as he continues his career."
"As we move forward, we are focused on building the strongest team possible for the 2024 season and beyond," the statement read. "We are excited to improve this offseason and will have the flexibility to get better through the draft and free agency."
